Several things must be considered:
1) Howard is far and away the best defensive player and one of the top five overall players in the NBA.
2) Westbrook may not even be one of the top five point guards in the league.
3) Maynor has more than proven that he can be a quality starting PG.

Taking these issues into consideration (while not considering matching up salaries for a trade), Howard for Westbrook would be an absolute coup for the Thunder. However, OKC will have to include additional players in the package. This is where a potential trade could be beneficial or disastrous.

If I was Sam Presti, there would be absolutely no way I would include both Harden and Ibaka. In fact, I would be hard-pressed to include either player in a potential deal. Harden is already arguably the best 6th man in the league and would leave us with KD as the only real scoring threat if traded. Ibaka is still learning the game, but is already the best shot blocker in the league and has the highest ceiling of any player on the Thunder roster (Russ included).

Therefore, the only reasonable package that would not completely deplete our depth would have to be focused around Westbrook, Perkins, and future considerations. Unless, however, Presti is willing include either Ibaka OR Harden and take the gamble that Latavious Williams and Tibor Pleiss are ready to make contributions at the NBA-level.

I love Dwight Howard. However, I could not part with Russell Westbrook. He is still developing. He is an all star.
