		<description><![CDATA[Many people are born into unfortunate circumstance such as physical and mental abuse, drug and alcohol issues, poverty and poorly educated families with hostilities, prejudices and misconceptions.  Some of these people become a product of that environment and contribute to the insanity and some choose to be quite the opposite.  I have wondered why it is that while some lack sense enough to realize they do in fact have a choice, others seem to not only realize it but use their disadvantages to drive the need for success.]]></description>

How could we hold that person &quot;responsible&quot; for their behavior anymore than we could hold the person suffering from dementia responsible for failed memory, or the person with a broken ankle responsible for not running with us. Of course, if the person with the tumor is a danger to others it seems to me we ought to restrain or isolate them or treat the disease to protect other citizens. That restriction of their freedom is not because they are responsible but because they are dangerous. And it is not retribution, which seems to be part of our notion for the prison system.]]></description>
