What he couldn’t pass in Congress he bypassed by stocking te regulatory agencies with industry friendly regulators who looked the other way with respect to BP complying with the regulations which were already on the books. Staffing the regulatory agencies with industry friendly regulators wa the major factor in the Global Fininacial industy meltdown.
