Just because he’s having the surgery in Norman with the OU medical staff – nothing implies it will be anything other than filed through his parents’ (since he’s likely still a minor) insurance. He’s coming to OU as a football player, with a football scholarship – so yes, it makes every bit of sense that the University would want their medical staff and rehab involved but nothing at all suggests that this will be free. That would constitute both medical fraud and likely an NCAA violation. They will have to bill just the same – now they may not choose to collect on what the family is responsible for out of pocket – but they have to bill.
