		<description><![CDATA[Social Security is also supposed to be fully-funded (remember the “lockboxes?”). So when Obama came out last week and declared that “Social Security checks might not go out on August 3rd” if an agreement isn’t reached, it got many people wondering about our money, and promises made to us about it. 

Just because funds have been collected and dedicated to this (or any other) project doesn’t mean that they’re really there.

Although an Oklahoman editorial mentioned that the funding from the State wasn&#039;t actually to be in hand until 2 years after it was built (and then only if anticipated revenue increases materialized). Oh well, guess someone counted their chickens before they hatched...again. One would think since we are primarily a rural State, we would have learned that basic lesson by now. Especially Ridley who has been with the State for how many years/decades now?.]]></description>
