My niece would be disappointed if I didn’t know that that was from the movie “Elf.” The manager of the store where Buddy worked (Gimbels I think) said that. Not sure if he had a name in the movie.

It’s from Elf, the supervisor in the Santa shop tells Will Ferrell this.
