In addition to the Mayoral election on April 7,  Edmond residents will vote on five propositions regarding changes to the City’s Charter.

Summary of the Five Propositions:

1. Remove the Freeholder language currently in the Charter. A freeholder is a land owner. Currently only those who own property, s housem land, can run for office. Someone who is a renter or lives in a college dorm would not be able to run. This proposition also changes the age requirement of candidates for elected office in Edmond from 25 years to 21 years.

2. Let the office of City Treasurer be appointed by the City Manager with the advice and consent of the City Council. Currently the City Treasurer is an elected position.

3.  Let the threshold for purchases subject to competitive bidding be determined by ordinance, subject to the amount stated in state law which is now $50,000. Currently the threshold for competitive bidding can only be changed by Edmond voters.

4. Amend the publication language to allow publication of ordinances in a newspaper of “general circulation in the City of Edmond” instead of the current language that states “published in the City of Edmond”.

5. Campaign Finance Disclosures – a yes vote would allow the City Council to have the ability by ordinance to consider campaign finance rules and regulations in the future. Currently municipal candidates are subject to the State Ethics Commission regulations.
