		<description><![CDATA[What a wonderful idea.  I hope they appropriate money to support it.  I love how the legislature passes all these bills to make laws to provide needed services but neglect to appropriate money for the projects.  It makes legislators look like they really care and leaves agencies to ultimatley make cuts in other needed programs to accomodate the law.  It&#039;s a vicious cycle.  Let&#039;s hope some money goes along with the passage of this bill.  Yeah, right.]]></description>
