		<description><![CDATA[To avoid school drop outs - students should be given a choice between finishing an academic program to go on to college - or a work program to receive training for a career (through area vo-techs). Many countries do this already and it is based on ability, scores, and willingness.  Students unwilling , or unable, to do the work for a higher degree are given the opp to learn how to do something for which they can be paid.  I would see the chief problem of the teen years is it is a wasteland without meaning or significance. We as a society keep them &quot;kids&quot; far too long...]]></description>
