		<description><![CDATA[I have a proposed change to the House rules.  HR 1004 would end the practice of committee chairmen or other legislative leaders to deny an initial hearing of legislation.  The reason this rule is needed is because the practice violates the most important aspect of our system of government - representative government.  When a chairman refuses to hear a legislators bill, he is denying the citizens who elected that legislator a voice in THEIR government. A companion bill is HJR 1004.]]></description>
