Some of the RCTA federal grants regarding Heritage Trails in the Hallowed Ground designated areas in WV appear to be exploited by a small group of out of town economic development folks and private organizations with very little resident participation, public notices , and public minutes. Some of these RCTA groups have only one or two residents on their committees and meet via teleconferences and morning weekday meetings, thus disinhibiting broad resident participation. I am not sure how they got their one year grant renewed for a second year, operating in this fashion.
