Staff photographer Steve Gooch witnessed what happened. This is his account:
“I saw two sheriff’s tactical team members come out onto the ledge. They came out of the adjoining room, I guess, the one to the east of him, while he was inside of the room. They worked their way across the ledge. They had safety harnesses and ropes on. The guy in the lead appeared to have a yellow Taser in his hand.
“At the point the guy (Behlen) saw him, he came out of the window headfirst. There was a struggle out there on the ledge, and then the guy forced himself over the ledge. He definitely leaped.
“The sheriff’s deputy, you could tell, seemed very frustrated, just from his body language. He just hit himself in the leg and looked down.”
