I see a big giant can of worms, lots of human error, lots of replay showing missed &amp; bad calls with no recourse. Just like chop block calls &amp; holding, block in the back.]]></description>

		<description><![CDATA[What has always upset me in terms of the helmet contact penalty, is that it doesn&#039;t take into consideration the momentum of the receiver. If the receiver in the process of making a catch goes to the ground, the defender is penalized if contact is made to the receivers helmet even though he would have been hit in the chest if he had kept his feet. 

In particular I remember the hit that Javon Harris made in the FSU game. The receiver was falling to the ground as he made the catch. You can see Harris saw this after he had left his feet and tried to contort his body to hit lower but made contact too high. Is that an ejectable offense?
